Before you report to the HR, have you ever tried to discuss with this German lady about her behaviour and tell her that she must watch what she says, otherwise she will be in deep water because you will report to HR? Just like the old Chinese saying: 死也要让她死个明白。You are at a higher level over her, so going to the HR to report before pin-pointing the problem with the person who stirs up all the trouble is just like nail an ant. In addition, although her supervisor “lured” you to report to HR, you should push him, in a sophisticated way, to do it because it is his subordinate that’s involved not yours. You can’t dip your hand into other department’s business. You can offer to go with this supervisor to verify or give evidence but it shouldn’t be you to write the letter. This is real professionalism. And if the German lady bears any malice, her supervisor can escape instead of you. Office politics is never easy, no matter that is in oriental countries or western countries. Likewise, line management and people management are not simple. But you have only 2 years of working experience, I’m sure you will build up as a strong leader should you read more books on management and practice it.
