I had had a same problem with your hushand: Dirver's licence. after I landed a job related to my background, I have to quit due to no Driver's licence.
Regrading resume, you really do not need spend two months on it if you have solid background. Format/style of resume is not so important to employers.
I guess your husband's background is in telecom, let's say, Wireless (GSM?). Was your husband used to working at Nortel China, or Ericsson, or Mot?
