When one of the Wall Street tricks is detected, they quickly develop new tricks to grab money. And their tricks finanally get too complicated for any of their clients or regulators to understand not to say do anything about it. Simply put, those guys have been given too much power to manage too much money for too long.
Of course, the politicians who take their donations don't care a bit.
