my friends in Intel told me the same...Not just those pure technology firms, even the IT dept in the bank, Morgan Stanley has IT shops in US and Aisa, what they are doing in US is far more advanced than the works in HK and India, It is true that they ship lots of system maintenance works to India since these are treated as dirty and low value works by the locals
In terms of transferring technology to the third world, the western companies are very cautious, they too have strong country prides, they too want the best to stay in their own countries.
I seldom heard anyone doing technology or R&D would like to go back to China, most of the returnees are in business or operations (such as managing a factory), this tells the nature of the mass outsourcing works China is getting from the western world. If you are doing R&D, you should feel lucky that you stay in North America so you have chances to do the most cutting edge stuff...
