QUALIFICATIONS:

Minimum Level 3 of the Purchasing Management Association Professional Development Program, and Level 1 of the National Institute of Governmental Purchasing Program or equivalent combination of education and experience; minimum three to five years direct experience in procurement, preferably in a government agency. Excellent oral and written communication skills; well organized with project management and analytical skills to scope/develop and execute procurement projects. Excellent people skills, client service focus and team spirit are required. Strong Word and Excel skills are required. Experience and comprehensive knowledge of SAP/R/3 purchasing systems is highly valued.

DUTIES:

The successful candidates conduct procurement projects, special studies, and negotiations to secure best overall value for the City. Develop and conduct procurement projects in accordance with established policy and procedures for competitive bidding, professional standards and best practices in procurement. Design, develop and execute bid solicitations and contracts for goods and services, and manage the contracts over time. Research and report on statistics and trends both internal and external for the assigned commodities/clients. Ensure legislated requirements affecting procurement are met. Communicate to, and consult with clients, vendors, other public agencies, and advisory organizations on specifications, standards and alternatives to effect cost savings and continuous improvement.
