if you are finance professional working in big 4 or capital market within majob banks or boutique investment firms, you can easily get this level of package. But if you are working in other industries, you need to be at least on the management level and the opportunities are relatively more limited.
By the way, even selling newspaper in HK is considered running your own business. It doesn't make too much sense if you compare that to working for firms as employees. And I don't think average employee can make that kind of money even in HK.
If you are well qualified to earn millions, you will make that much no matter where you choose to work. The only difference is there are probably more opportunties in certain areas like HK for your profession.
Have your own plan and work hard to make it happen.
